البعد البيئي للمخطط الوطني لتهيئة الإقليم

Abstract

تعدّ البيئة هي أساس كل تنمية اقتصادية واجتماعية و بالتالي فإن حمايتها تعتبر مطلبا هاما وقد حظي إدراج البعد البيئي في التشريع الجزائري بحماية قانونية متميزة، من خلال سياسة تضمَّنها المخطط الوطني لتهيئة الإقليم الذي ساهم في سد بعض النقائص الموجودة في المخططات المحلية تحديد الأعمال التكميلية الضرورية لحماية مختلف الفضاءات: من سواحل وجبال وسهوب ومناطق صحراوية وجنوبية، و ضمان المحافظة على البيئة في هذه المناطق من كل الأخطار المحدقة بها كأخطار التلوث والاعتداء على الطبيعة و استنزاف ثرواتها. إذ يعكس هذا المخطط إرادة الدولة في العناية بالبعد البيئي ضمن المشاريع الوطنية التنموية وفق طرق صديقة للبيئة ومن أجل ضمان فعالية التكريس الحقيقي للبعد البيئي تم تخصيص إطار مالي متعدد الأدوات و أُطر مؤسساتية موزعة على عدة مستويات، إلا أن الواقع يوضح عكس ذلك. الكلمات المفتاحية: المخطط الوطني لتهيئة الإقليم، البعد البيئي، المشاريع التنموية. Abstract: The environment is the basis of all economic and social development, and therefore its protection is an important requirement. The inclusion of the environmental dimension in Algerian legislation has received distinct legal protection, through à policy included in the national plan for preparing the territory ,which contributed to filling some shortcomings in local plans and identifying the complementary works necessary to protect the various spaces: the coasts, mountains, steppes, desert and southern areas, and to ensure the preservation of the environment in these areas from all the dangers facing them, such as the dangers of pollution , aggression against nature and the depletion of its resources. This scheme reflects the will of the state to take care of the environmental dimension within the national development projects in accordance with environmentally friendly methods. In order to ensure the effectiveness of the real dedication to the environmental dimension, a multi-tool financial framework and institutional frameworks have been allocated on several levels.
