Abstract

تميز النشاط الاقتصادي الجزائري لفترة معينة من الزمن بهيمنة الدولة وسيطرتها على كل جوانبه، حيث كانت المنظم والمنفذ و الأمر و الناهي ، ولقد أدى هذا الأسلوب التدخلي إلى آثار سلبية أدت إلى أزمة اقتصادية مست جميع المجالات فأصبح من الواجب إعادة النظر في الوظائف وتأطيرها بصورة جديدة تتأقلم مع التحولات الداخلية والعالمية الجديدة، ليبرز تطور دور الدولة من دولة مسيرة إلى دولة ضامنة هذا التطور أدى إلى عزوف الدولة عن دورها التقليدي وحل محلها في المجال الضبطي سلطات ضبط النشاط الاقتصادي، العمود الأساسي للضبط الاقتصادي في مختلف القطاعات. هذه السلطات التي كانت نتيجةللنظام الرأسمالي جاءت من أجل لعب دور ضبط الاقتصاد وتكييفه وما يتناسب مع الاتجاه الاقتصادي العالمي نحو العولمة، ليس فقط هذا، فهذه السلطات هي تصور جديد للعلاقة بين الدولة والسوق. الكلمات المفتاحية: سلطات الضبط الاقتصادي، مجلس النقد والقرض، اللجنة المصرفية، الضبط الاقتصادي المالي،القطاع البورصي، القطاع البنكي. Abstract: Algerian economic activity was characterized for a certain period of time by the domination and control of the state in all its aspects, where it was the organizer, executor, order and terminator, and this interventionist method has led to negative effects that led to an economic crisis that touched all fields, so it became necessary to reconsider jobs and frame them in a new way that adapts to the new internal and global transformations, to highlight the evolution of the role of the state from a marching state to a guarantor state. In the regulatory field, it is replaced by the authorities to regulate economic activity, the main pillar of economic control in various sectors. These powers, which were the result of the capitalist system, came to play the role of controlling and adapting the economy to suit the global economic trend towards globalization, not only that, these authorities are a new conception of the relationship between the state and the market.
