خوصصة المؤسسات العمومية الاقتصادية في التشريع الجزائري

Abstract

المؤسسات العمومیة الاقتصادیة كانت لها هدف أساسيو هو تحقیق المصلحة العامة، ولكن أهداف هذه المؤسسات تغیرت بتغیر الأنظمة المؤسساتیة والاقتصادیة للبلاد، فانتقال الجزائر من نظام اشتراكي إلى نظام الخوصصة غیر جذریا أهدافالمؤسسات العمومیة الاقتصادیة التي لم یكن لها في السابق إلا هدف واحد وهوتحقیق المصلحة العامة وأصبحت تسعى إلى تحقیق الربح المالي بعد عملیةخوصصتها، وسعیا لتحقیق هذا الهدف زود المشرع هذه المؤسسات بإمكانات مادیةوبشریة، إلى جانب خضوعها لنظام قانوني خاص. الكلمات المفتاحیة: الخوصصة، المؤسسة العمومیة الاقتصادیة.

Summary: Economic public institutions had a primary goal, which is to achieve the public interest, but the objectives of these institutionschanged with the change of the country's institutional and economic systems. The public sector has become seeking to achieve financial profit after its privatization process, and in order to achieve this goal, the legislator has provided these institutions with material and human capabilities, in addition to being subject to a special legal system.
