إن الإدارة الإلكترونية من أهم الاستراتيجيات الحديثة التي تبنتها الدولة من أجل تطوير والارتقاء في أداء المرافق العامة وتسهيل وتقديم الخدمات العامة للمواطن، وذلك بواسطة استخدام التكنولوجيا، بالإضافة إلى تحسين جودة الخدمات وتسهيل الوصول إليها، ويرتبط تحديث المرافق العامة بتطبيق المبادئ والقواعد التي تحكم سير النشاط المرفقي منها المبادئ الكلاسيكية تتمثل في: مبدأ المساواة واستمرارية المرفق العام، قابلية المرفق العام للتغيير والتعديل والمبادئ الحديثة التي تتمثل في الإنصاف والشفافية والجودة والحياد حيث هذه المبادئ تساهم في القضاء على البيروقراطية وتسهل طرق العمل الإداري، فالخدمات العمومية الالكترونية هي بديل يكرس الرقابة والشفافية ويمنع المحاباة والفساد الإداري وهو ما جعل الإدارة الالكترونية تمثل الخيار التنظيمي الأول لجميع المرافق العامة. الكلمات المفتاحية: الإدارة الإلكترونية، المرافق العامة، المواطن. Abstract : Electronic governance is one of the most important modern strategies adopted by the state to develop and enhance the performance of public facilities, and to facilitate and provide public services to citizens, through the use of technology. Additionally, it aims to improve the quality of services and facilitate access to them. The modernization of public facilities is linked to the application of principles and rules governing the operation of these facilities. Among the classic principles are : the principle of equality, continuity of public facilities, and the adaptability of public facilities to change. As for the modern principles, they include fairness, transparency, quality, and neutrality. These principles contribute to eliminating bureaucracy and facilitating administrative procedures. Electronic public services represent an alternative that emphasizes oversight, transparency, and prevents favoritism and administrative corruption. This has made electronic governance the primary organizational choice for all public facilities. Keywords : Electronic governance, public facilities, citizens.
