المحافظة العقارية، كأداة قانونية لتكريس السياسة العقارية للدولة الجزائرية.والمحافظة العقارية هيئة إدارية عمومية تزاول مهامها تحت وصاية وزير المالية ويتولى مهام تسييرها محافظ عقاري، تتمثل مهمته الأساسية في حماية الملكية العقارية والمعاملات الواردة عليها. ومثلما منح المشرع الجزائري السلطة الكاملة للمحافظ العقاري في تولي تسيير المحافظة العقارية، إلا أن ذلك لم يمنع من خلو مهنته من الأخطار والمشاكل نظرا لدقة عملية شهر العقود والتسيير الإداريللمصلحة، زيادة على كونه مسؤل عن حماية حقوق الأفراد وممتلكاتهم،وأيضا كونه يعتبر محاسب عمومي قانوني. The real estategovernorateis a public administrative body thatperformsitsfunctionsunder the tutelage of the Minister of Finance, and its management tasks are carried out by a real estategovernor, whose main taskis to protect real estateownership and the transactions received on it. Just as the Algerian legislatorgranted the full authority of the real estategovernor to take over the management of the real estategovernorate, thisdid not preventhis profession frombeing free from dangers and problems due to the accuracy of the process of issuingcontracts and the administrative management of the interest, in addition to beingresponsible for protecting the rights and property of individuals, and alsobeingconsidered a legal public accountant
