تعتبر أدوات التعميرالتنظيمية من الأدوات الرئيسية التي تنظم العمران، وكذا تضبط لعلاقة بينه – العمران- وبين مختلف المجالات التي تتفاعل فيه ومعه، ناهيك عن أن هاته الأدوات تعتبر بمثابة قرارات تنظيمية تصدرها الإدارة بعد جملة من الإجراءات تبدأ بـ الإعداد والتحضير وتنتهي بالمصادقة، والتي تعتبر ذات حجية في مواجهة الغير طبقا لما جاء في القانون 90- 29 المتعلق بالتهيئة والتعمير. الكلمات المفتاحية: مخطط شغل الأراضي، المخطط التوجيهي للتهيئة والتعمير، المعارضة أمام الغير، قرارات التعمير التنظيمية.
