The application of the electronic management method at the level oflocal communities, especially the municipality, as it is the basic nucleus, came as a result of the inevitable necessity imposed by information and communication technology, which necessitated abandoning thetraditional and paper-based methods used under traditionalmanagement, modernizing. Thus, radical reforms were made at the level of local public administrations by adopting the electronic management method in municipalities and states and digitizing their services.
