Item دور الجماعات المحلية في التخطيط العمراني وتنظيم المجال(مكتبة كلية الحقوق و العلوم السياسية جامعة محمد البشير الابراهيمي برج بوعريريج, 2026-04-08) بوعيسي ميساء; حموش ايمانتظهر هذه الدراسة الأهمية المحورية للجماعات المحلية في رسم السياسات العمرانية وتنفيذها من خلال آليات قانونية وتنظيمية متعددة. فقد بيّنت أن التخطيط العمراني ليس مجرد عملية تقنية، بل هو أداة استراتيجية تُمكن الجماعات المحلية من توجيه النمو المجالي وضمان التوازن بين مختلف الاستعمالات. كما أبرزت المذكرة أن المخططات العمرانية، سواء على المستوى الوطني كـ (SNAT) أو المحلي كـ (PAC)، تشكل إطارا مرجعيا للتدخلات المجالية، وأن الجماعات المحلية تلعب دورا فعالا في تفعيل هذه المخططات من خلال إصدار الرخص، المراقبة، وتنسيق الجهود بين مختلف المتدخلين. وخلصت الدراسة إلى أن نجاح التخطيط العمراني مرهون بمدى فعالية الجماعات المحلية في ممارسة صلاحياتها، وقدرتها على تكييف أدوات التهيئة العمرانية مع حاجيات التنمية المستدامة. الكلمات المفتاحية: الجماعات المحلية - التخطيط العمراني - المجال العمراني - المخططات العمرانية - أدوات التهيئة العمرانية. Abstract: This study shows the central importance of local groups in the design and implementation of urbanpoliciesthrough multiple legal and regulatorymechanisms. It showedthaturban planning is not just a technicalprocess, but a strategictoolthatenables local communities to guide spatial growth and ensure a balancebetweendifferent uses. The memorandumalsohighlightedthaturban plans, whetherat the national levelsuch as (SNAT) or local as (PAC), constitute a frame of reference for field-based interventions, and that local communitiesplay an effective role in activatingthese plans through the issuance of licenses, surveillance, and coordination of efforts between the variousinterveners.
