تعتبر الرقمنة خطوة هامة في تحسين أداء المرافق العامة وتعزيز مبدأ المساواة، حيث تتيح الولوج السهل والسريع للمعلومات، وتقلل من الجهد والتكاليف. كما أنها تمكن الأفراد من الحصول على المعرفة والمعلومات بسهولة، وتتيح لهم طباعتها عند الحاجة. ومن جهة أخرى، يعد الفساد الإداري مشكلة عالمية تؤثر على العديد من الدول، وتشمل ممارسات غير قانونية وغير أخلاقية من قبل الأفراد في مواقع السلطة. وبفضل التوقيع الإلكتروني والرقابة الإلكترونية يمكن مواجهة الفساد وضمان نزاهة الوثائق والمعاملات الرقمية. ومع ذلك، تواجه عملية التحول الرقمي تحديات متعددة تشمل البنية التحتية، إدارة التغيير، والتدريب والوعي، إلى جانب معوقات إدارية، أمنية، مالية وتقنية. يجب وضع استراتيجيات فعالة وتوفير الموارد اللازمة للتغلب على هذه التحديات. الكلمات المفتاحية:الرقمنة / الفساد الإداري Studysummary "Digitizationisconsidered an important step in improving the performance of public utilities and promoting the principle of equality, as itprovideseasy and quick access to information, reducing effort and costs.
