النظام القانوني لتصدير النفايات الخطرة في التشريع الجزائري

أصبحت قضية التحكم بالنفايات الخاصة الخطرة، من حيث نقلها وعبورها وتصديرها من أهم التحديات البيئية التي تواجه العالم في هذا العصر، نظرا لما تمثله هذه القضية من خطورة بالغة على الصحة العامة والبيئة، ولما تحتاجه حركة هذه النفايات الخطرة من شروطوإجراءات إدارية معقدة وصارمة أثناء إدارتها. وعليه تهدف هذه الدراسة إلى تحديد مختلف الشروط والإجراءات الإدارية التي كرسها المشرع الجزائري بموجب القانون رقم 01-19 المتعلق بتسيير النفايات ومراقبتها وإزالتها، وجميع المراسيم التنفيذية المنظمة له، لضبط عملية التحكم في نقل وتصدير النفايات الخاصةالخطرة. الكلمات الافتتاحية : النفايات الخاصة الخطرة، نقل وتصدير النفايات الخاصة الخطرة، شروطوإجراءات ادارية. Abstract: The issue of controlling hazardous special wastes, in terms of their transport, transit and export, has become one of the most important environmental challenges facing the world in this era, given what this issue represents of a grave danger to public health and the environment, and what the movement of this hazardous waste needs in terms of conditions and procedures during its management. Accordingly, this study aims to define the various administrative conditions and procedures established by the Algerian legislator under Law N° 19-01 concerning the conduct, control and removal of wastes, and all executive decrees regulating it, to control the process of controlling transport and Export of hazardous special waste.
