The concession contractis an administrative contractunderwhich the state agrees to grant a naturalperson the right to exploit the state'sbeacheswithout the right to dispose of the property, and the concession contractis made through open scientificauction or through land. To answer the proposedforms, whether the legal provisions enacted by the Algerian legislator in the field of beach exploitation are sufficient to encourage tourisminvestment and protectnaturalheritage, we have adopted a descriptive, analytical and historicalapproach. Throughthisstudy, itwasfoundthat the Algerian legislatorenacted effective laws in this area, but their application on the groundfacedsomedifficultiesrepresented in the emergence of bureaucracy and lack of seriousness in controlling the beneficiaries of this concession contract on the one hand and on the other hand the lack of good exploitation of the beaches by the beneficiaries in order to achieve the desiredforest.
