يعتبر موضوع حماية البيئة من أبرز إشكاليات العصر التي تحتاج إلى اهتمام خاص ومستمر، كما تعد بعدا رئيسيا من أبعاد التحديات حول أثر المخاطر على الأجيال القادمة باعتبار موضوع البيئة متعدد الأوجه و الأبعاد، فهو محصلة تفاعل بين عوامل سياسية واقتصادية واجتماعية، يتعلق بعضها بالإنتاج والتطور، ويتعلق البعض الآخر بأنماط الاستهلاك. كما تشمل هذه القواعد على التراخيص والشهادات الادارية لرقابة عملية التهيئة والتعمير والتي أكدت كذلك عدم فعاليتها في مجال حماية الجانب الجمالي العمراني والجانب البيئي وهذا كله راجع الى ضعف السلطات على المستوى المحلي وعدم كفاءتها بالإضافة إلى نقص الوعي لدى المواطنين . الكلمات المفتاحية: مخططات التهيئة، حماية البيئة، مخطط شغل الاراضي، مخطط توجيهي للتهيئة والتعمير Abstract : The topic of environmental protection is one of the most prominent problems of the times that require special and sustained attention, and is a major dimension of challenges about the impact of risks on future generations, considering the subject of the environment multifaceted and dimensional, it is the result of interaction between political, economic and social factors, some related to production and development, and others to consumption patterns.
