-PDAU-POS دور المخططات العمرانية في تحقيق التنمية المستدامة في الجزائر - دراسة حالة المخططين

Abstract

اهتمت الجزائر اهتماما كبيرا بقوانين التهيئة والتعمير نظرا لتأثيرها المباشر على التنمية المستدامة ـــــ وهو الهدف الذي تسعى جميع الدول الى تحقيقه ــــ حيث أن الأهمية المهمة في موضوع بحثنا هي هل المخططات العمرانية في الجزائر حققت الهدف المرجو منها في تحقيق التنمية المستدامة أم لا؟ وللإجابة على ذلك نجد أن المخطط التوجيهي للتهيئة والتعمير وكذا مخطط شغل الأراضي يهدف كل منهما الى تحقيق التنمية المستدامة، ولكنما يلاحظ على أرض الواقع عكس ذلك إذ أن الإسمنت قد طغى على معظم الأراضي الفلاحية الخصبة كذلك إن صح القول إخفاء معظم المساحات الخضراء. كما تبين لنا من خلال هذه الدراسة وجود بعض المعوقات التي عرقلت النهوض بالتنمية بشكل أو بآخر. وعليه فهناك جملة من المقترحات توصلنا إليها في هذه المذكرة لعل أهمها تقييم وتحيين القوانين العمرانية بشكل دوري، وسن قوانين جديدة مع كل تطور في مجال التعمير وهذا يؤدي الى فرض رقابة تلقائية وحقيقية في عملية التنمية المستدامة. Abstract Algeria paid great attention to the laws of development and reconstruction due to their direct impact on sustainable development - a goal that all countries seek to achieve - As the important importance in the subject of our research is whether urban plans in Algeria achieved the desired goal in achieving sustainable development or not? In order to answer that, we find that the master plan for the preparation and reconstruction, as well as the land occupancy plan, each aim to achieve sustainable development, but what is observed on the ground is the opposite, as cement has dominated most of the fertile agricultural lands as well, if it is true, to hide most of the green spaces. We also found through this study that there are some obstacles that hindered the advancement of development in one way or another. Accordingly, there are a number of proposals that we reached in this note, perhaps the most important of which is the evaluation and updating of urban laws on a regular basis, and the enactment of new laws with each development in the field of reconstruction, and this leads to the imposition of automatic and real control in the sustainable development process. الكلمات المفتاحية: المخططات العمرانية، مخطط التهيئة والتعمير، مخطط شغل الأراضي، التنمية المستدامة.
