Protection des zones urbaines et rurales contre l'alea d'inondations- Cas oued Boumergued Bordj Bou Arreridj

Abstract

L’Algérie connaît une forte extension d’urbanisation, en particulier dans les grandes villes, Cette extension est associée avec des constructions chaotiques et le non-respect des servitudes des oueds, cette situation pose des risques majeurs d’inondation surtout en période des crues. Suite aux inondations enregistrées dans plusieurs villes algériennes ces dernières années (Alger, Ghardaia, M’sila….), l'état algérien a programmé beaucoup des projets de protection des villes contre les inondations. La cartographie des zones inondables présente toujours un défi pour une meilleure prévision des inondations. Dans ce travail on présente un cas type qui consiste à protéger le Sud-Est de la ville de Bordj Bou Arreridj contre les inondations. Cette ville est chef-lieu de wilaya, située à l’Est d’Alger à 240 km environ, elle compte une population de 200 000 habitants. Plusieurs oueds traversescette la ville. Dans cette étude on s’intéresse à la zone traversée par l’oued Boumergued. La protection contre le débordement de la crue centennale (Q = 55,8 m3/s) nécessite la réalisation d’un canal en béton armé sous forme rectangulaire sur toute la longueur existée. Abstract Algeria is experiencing a strong extension of urbanization, especially in large cities, this extension is associated with chaotic constructions and non-compliance with easements of wadis, this situation poses major risks of flooding especially during floods. . Following the floods recorded in several Algerian cities in recent years (Algiers, Ghardaia, M'sila ....), the Algerian state has programmed many projects to protect cities against floods. Mapping flood zones always presents a challenge for better flood forecasting. In this work we present a typical case which consists in protecting the South-East of the city of Bordj Bou Arreridj against floods. This city is the capital of the wilaya, located east of Algiers about 240 km, it has a population of 200,000 inhabitants. Several wadis cross this city. In this study we are interested in the area crossed by the Boumergued wadi. Protection against the overflow of the 100-year flood (Q = 55.8 m3/s) requires the construction of a reinforced concrete channel in a rectangular shape over the entire existing length. Keywords: energy dissipation, oued, flood, inundation, protection. الملخص تشهد الجزائر توسعاً قوياً في التوسع العمراني، خاصة في المدن الكبيرة، ويرتبط هذا الامتداد بالبناء الفوضوي وعدم الامتثال لارتفاع الوديان، وهذا الوضع يشكل خطر كبير للفيضانات خاصة أثناء حدوثها. بعد فيضانات عدة بمدن جزائرية في السنوات الأخيرة )الجزائر ، غرداية ، المسيلة ....(، برمجت الدولة الجزائرية العديد من المشاريع لحماية المدن من الفيضانات. دائما ما يشكل رسم خرائط مناطق الفيضانات تحديًا لتحسين التنبؤ بالفيضانات. نقدم في هذا العمل حالة نموذجية تتمثل في حماية الجنوب الشرقي لمدينة برج بوعريريج من الفيضانات. هذه المدينة هي عاصمة الولاية، وتقع شرق الجزائر العاصمة بحوالي 240 كلم، ويبلغ عدد سكانها 200 ألف نسمة. العديد من الوديان تعبر هذه المدينة. نحن مهتمون في هذه الدراسة بالمنطقة التي يعبرها وادي بومرجد. تتطلب م 3 / ثانية( بناء قناة خرسانية مسلحة في شكل مستطيل على كامل الطول الحالي.
