ان توجه الجزائر في السنوات الأخيرة لاستقطاب أكبر عدد من الاستثمارات المحلية والأجنبية، والتي تجسدت في سلسلة من الإصلاحات الاقتصادية والقانونية، من بينها قانون الاستثمار الجديد 22-18، الذي يهدف لرفع الصعوبات والعراقيل التي اكتشفت في القوانين السابقة المتعلقة بالاستثمار، لاسيما القانون 16-09 الملغى وخلق بيئة عمل تجذب رؤوس الأموال المحلية والأجنبية، وذلك بفضل استمرارية واستقرار هذا القانون، كما يسعى المشرع الجزائري من خلال هذا القانون إلى وضع ضمانات جديدة وتقديم مزايا تحفيزية، بهدف جذب الاستثمارات الوطنية والأجنبية، هذا من شأنه أن يساهم في تحقيق تنمية اقتصادية فعالة من خلال المشاريع الاستثمارية في مختلف القطاعات، مع مراعاة و التركيز على الاستثمارات في القطاعات الاستراتيجية وكذا الاستثمار الذي يحقق التنمية المستدامة.
