Item جريمة الإرهاب الإلكتروني(مكتبة كلية الحقوق و العلوم السياسية جامعة محمد البشير الابراهيمي برج بوعريريج, 2025-12-14) شرين بولعراس; منى بلعيدإن الإرهاب الالكتروني وليد التطور العلمي الهائل ومن مفجرات الثورة التكنولوجيا حيث يعد من الجرائم المستحدثة الذي يعتمد على الموارد المعلوماتية على عكس الإرهاب التقليدي، وهو إرهاب المستقبل والهاجس الأكبر لدول التي أصبحت عرضة لهجمات الإرهابيين والجمعات المتطرفة الذين يمارسون نشاطهم التخريبي في أي مكان وزمان فهو عالمي لا تربطه أي حدود جغرافية، ورغم قصر تاريخه إلا انه انتشر بسرعة النار في الهشيم ويتعالى مؤشر مخاطره يوم بعد يوم لان التقنية وحدها غير قادرة على حماية الناس من العمليات الإرهابية الالكترونية والتي سببت أضرار جسيمة على الأفراد والدول، مما يستدعي تضافر الجهود الدولية وإقليمية والوطنية لوضع استراتيجيات هادفة لمكافحة هذا الخطر الداهم أو التقليل من حدة أثره وضرره. الكلمات المفتاحية: الجريمة، الارهاب الإلكتروني، الأمن السيبراني. Abstract : Cyberterrorism is the product of tremendous scientific developments and one of the triggers of the technological revolution. Unlike traditional terrorism, it is a newly emerging crime that relies on information resources. It is the terrorism of the future and the greatest concern for countries that have become vulnerable to attacks by terrorists and extremist groups who engage in destructive activities anywhere, anytime. It is global, unbound by geographical borders. Despite its short history, it has spread like wildfire, and its risk index is rising day after day. Technology alone is incapable of protecting people from cyberterrorist operations, which have caused significant harm to individuals and countries. This calls for concerted international, regional, and national efforts to develop targeted strategies to combat this imminent threat or mitigate its impact and harm. Keywords: Crime, cyberterrorism, cybersecurity.Item التحول الرقمي في المؤسسات العمومية و تحديات الأمن السيبراني(مكتبة كلية الحقوق و العلوم السياسية جامعة محمد البشير الابراهيمي برج بوعريريج, 2025-12-02) بن النية أسماء; بلعلمي نريمانتناولت هذه الدراسة موضوع التحول الرقمي في المؤسسات العمومية الجزائرية، مع التركيز على التحدياتالمرتبطة بالأمن السيبراني، وذلك في ظل التحولات التي فرضتها الثورة التكنولوجية وتزايد الاعتماد على الوسائلالرقمية في تقديم الخدمات العمومية. وتمت معالجة الموضوع من خلال دراسةالإطار النظري للتحول الرقميومفاهيمه الأساسية، وعلاقتهبالأمن السيبراني، إضافة إلى عرض الإطار القانوني المنظم له في الجزائر. كما ركزت الدراسة على واقع التحول الرقمي في المؤسسات العمومية الجزائرية، من خلال تحليل المشاريع الوطنية مثل الجزائر الإلكترونية ومبادرات الرقمنة في القطاعات المختلفة، مع بيان العراقيل التي تعترض هذا المسار، وفي مقدمتها التحديات الأمنية والمخاطر السيبرانية التي تهدد سلامة الأنظمة المعلوماتية. وتوصلت الدراسة إلى أن التحول الرقمي يعد خياراً استراتيجياً تفرضه متطلبات العصر، لكنه يواجه العديد من التحديات في الجزائر، ما يستدعي تعزيز الأطر القانونية، تطوير البنى التحتية، وتبني استراتيجيات وطنية شاملة لحماية الفضاء السيبراني وضمان نجاح التحول الرقمي . الكلمات المفتاحية:التحول الرقمي، الأمن السيبراني Abstract : This study addressed the topic of digital transformation in Algerian public institutions, with a focus on the challenges related to cybersecurity, in light of the changes imposed by the technological revolution and the increasing reliance on digital means in providing public services. The subject was examined through the study of the theoretical framework of digital transformation and its basic concepts, as well as its relationship with cybersecurity, in addition to presenting the legal framework regulating it in Algeria. The study also focused on the reality of digital transformation in Algerian public institutions by analyzing national projects such as “Algeria Digital” and digitization initiatives in various sectors, while highlighting the obstacles facing this process, primarily the security challenges and cyber risks threatening the integrity of information systems. The study concluded that digital transformation is a strategic choice imposed by the requirements of the era, but it faces many challenges in Algeria, which necessitates strengthening legal frameworks, developing infrastructure, and adopting comprehensive national strategies to protect the cyberspace and ensure the success of digital transformation. This topic takes its importance from the huge accelerated technological tide. The study in its first part is a familiarity with the cyber security from the side of protection providedagainst risks, hacks and breaches that threaten the national security in all fields. The second part deals with the new policy adopted by Algeria to protect its national information security and face the cyber threats, by enacting laws and legislations, creating new mechanisms and specialized bodies to enhance the cybersecurity. Abstract: The issue of cybersecurity has become an important topic at the governmental and individual levels, given that it is considered a fundamental pillar of the modern and contemporary security system. Algeria, like other countries, is striving to research and resort to standards and procedures to achieve cybersecurity and protect digital systems and data, which has relied on developing strategies. Security by developing plans to enhance cybersecurity, protect vital and sensitive systems, and cooperate with international bodies to exchange information and expertise in the field of cybersecurity and develop digital infrastructure. Investments in cybersecurity are considered an essential part of the Algerian state’s strategy to maintain data integrity and reduce cyberthreats until...
