Item النظام القانوني لبطاقات الدفع الإلكتروني cib(مكتبة كلية الحقوق و العلوم السياسية جامعة محمد البشير الابراهيمي برج بوعريريج, 2025-12-17) بليلي ماية; سماتي آيةتهدف هذه المذكرة إلى دراسة موضوع بطاقة الدفع الالكتروني CIB باعتبارها من بين أهم الوسائل الحديثة المعتمدة لتسهيل المعاملات المالية، سواء بالنسبة للأفراد أو المؤسسات المالية حيث أنها تشكل أحد أهم أدوات التحول الرقمي إذ تهدف إلى إبراز الإطار المفاهيمي والتشريعي الذي يحكم استخدامها، كما تسلط الضوء على الإطار القانوني والتنظيمي لها. ومن خلال الدراسة تبين أن بطاقة الدفع الالكتروني CIB أصبحت ضرورة حتمية في ضل التحول الرقمي الذي يشهده القطاع المالي لما توفره من سهولة وسرعة انجاز المعاملات ABSTRACT : This dissertation aims to study the CIB electronic payment card. Considering it one of the most importrant modern tools used to facilitate financial transaacions .whether for individuals or institutions it represent a key component of digital transformation . and the study seeks to highlight its conceptual frameworks as well as the legal and practical aspects governing its use. The research shows that the CIB payment card has become a necessity in light of the ongoing digital transformation in the financial sector. Offering user ease and speed in carrying out transactionItem التحول الرقمي في المؤسسات العمومية و تحديات الأمن السيبراني(مكتبة كلية الحقوق و العلوم السياسية جامعة محمد البشير الابراهيمي برج بوعريريج, 2025-12-02) بن النية أسماء; بلعلمي نريمانتناولت هذه الدراسة موضوع التحول الرقمي في المؤسسات العمومية الجزائرية، مع التركيز على التحدياتالمرتبطة بالأمن السيبراني، وذلك في ظل التحولات التي فرضتها الثورة التكنولوجية وتزايد الاعتماد على الوسائلالرقمية في تقديم الخدمات العمومية. وتمت معالجة الموضوع من خلال دراسةالإطار النظري للتحول الرقميومفاهيمه الأساسية، وعلاقتهبالأمن السيبراني، إضافة إلى عرض الإطار القانوني المنظم له في الجزائر. كما ركزت الدراسة على واقع التحول الرقمي في المؤسسات العمومية الجزائرية، من خلال تحليل المشاريع الوطنية مثل الجزائر الإلكترونية ومبادرات الرقمنة في القطاعات المختلفة، مع بيان العراقيل التي تعترض هذا المسار، وفي مقدمتها التحديات الأمنية والمخاطر السيبرانية التي تهدد سلامة الأنظمة المعلوماتية. وتوصلت الدراسة إلى أن التحول الرقمي يعد خياراً استراتيجياً تفرضه متطلبات العصر، لكنه يواجه العديد من التحديات في الجزائر، ما يستدعي تعزيز الأطر القانونية، تطوير البنى التحتية، وتبني استراتيجيات وطنية شاملة لحماية الفضاء السيبراني وضمان نجاح التحول الرقمي . الكلمات المفتاحية:التحول الرقمي، الأمن السيبراني Abstract : This study addressed the topic of digital transformation in Algerian public institutions, with a focus on the challenges related to cybersecurity, in light of the changes imposed by the technological revolution and the increasing reliance on digital means in providing public services. The subject was examined through the study of the theoretical framework of digital transformation and its basic concepts, as well as its relationship with cybersecurity, in addition to presenting the legal framework regulating it in Algeria. The study also focused on the reality of digital transformation in Algerian public institutions by analyzing national projects such as “Algeria Digital” and digitization initiatives in various sectors, while highlighting the obstacles facing this process, primarily the security challenges and cyber risks threatening the integrity of information systems. The study concluded that digital transformation is a strategic choice imposed by the requirements of the era, but it faces many challenges in Algeria, which necessitates strengthening legal frameworks, developing infrastructure, and adopting comprehensive national strategies to protect the cyberspace and ensure the success of digital transformation. Mots clés : digital transformation , to cybersecurityItem التحول الرقمي في الإدارة العمومية بين الحتمية والخيار الإستراتيجي - الجزائر نموذجا(مكتبة كلية الحقوق والعلوم السياسية - جامعة محمد البشير الابراهيمي برج بوعريريج, 2025-02) رزوق عبد الله; العدوي سليمتناولت الدراسة اختلاف الباحثين في مسألة كون التحول الرقمي خيار استراتيجي أم حتمية فرضها منطق ثورة تكنولوجيا الإعلام والاتصال، إضافة إلى التحولات التي يشهدها العالم اليوم، مما يدفع إلى الإعتقاد أن استخدام الوسائل الرقمية والإدارة الإلكترونية ضرورة لا يمكن الاستغناء عنها. إضافة إلى رصد الصعوبات التي تواجه التحول الرقمي في الجزائر في ظل البيروقراطية والأمية الإلكترونية. وتوصلت الدراسة إلى أن التوجه نحو التحول الرقمي كما يعد خيارا اسستراتيجيا فهو حتمية في ظل عصر ما بعد البيروقراطية والعولمة وسيطرة الشركات العالمية وثورة تكنولوجيا المعلومات والاتصالات. Abstract: The study dealt with the differences of researchers that digital transformation is a strategic choice or an imperative imposed by the logic of the information and communication technology revolution, in addition to the today’s transformations which leads to the belief that the use of digital means and electronic management is an indispensable necessity. And study the difficulties facing digital transformation in Algeria in light of bureaucracy and electronic illiteracy. The study concluded that the trend towards digital transformation is a strategic choice, as it is inevitable, And the need to create a new comprehensive government program and control it with an integrated legal system that includes the digital transformation program and its applications, especially with regard to rationalizing public service
