Item تأثير الفساد على مناخ الاستثمار في الجزائر(مكتبة كلية الحقوق و العلوم السياسية جامعة محمد البشير الابراهيمي برج بوعريريج, 2025-12-09) زمال الجميلة ماية; سليماني دعاءيعتبر الفساء أحد أكبر العقبات التي تمنع تحسين الاستثمار في الجزائر فهو يؤثر سلبا ثقة المستثمرين في المؤسسات الاقتصادية والادارية، ويدور مبادئ الشفافية والاستثمار النزاهة في الأعمال يؤدي الى خلق بيئة اقتصادية غير مستقرة تفتقر إلى الوضوح والعدالة مما يقلل من جاذبية الجزائر كموقع استثمار. يظهر تأثير الفساد من خلال تعقيد الاجراءات الادارية. وارتفاع التكاليف غير الرسمية، بالإضافة إلى التفضيل في التوزيع الصفقات والعقود، مما يضر بمبدأ التكافؤ الفرص ويفسد آليات السوق كما يساهم الفساد في نشر جو من الشك ويقلل من قدرة الدولة على جذب الاستثمارات الأمنية وتحفيز القطاع الخاص. بالرغم من أن الحكومة الجزائرية تعتمد بعض الاصلاحات القانونية والتنظيمية، إلا أن محاربة الفساد تحتاج إلى نهج شامل ينظم تقرير الرقابة وتفعيل المسائلة وضمان استقلال القضاء من أجل خلق بيئة استثمارية تنافسية ومستمرة. الكلمات المفتاحية : الاستثمار، الفساد، ترقية الاستثمار، التنمية المستدامة Abstract : Corruption is one of the biggest obstacles to improving investment in Algeria. It negatively impacts investor confidence in economic and administrative institutions. The principles of transparency and investment integrity in business create an unstable economic environment lacking clarity and fairness, thus reducing Algeria's attractiveness as an investment destination. The impact of corruption is evident in the complexity of administrative procedures, the high costs of informal transactions, and the preferences in the allocation of contracts and deals, which undermine the principle of equal opportunity and distort market mechanisms. Corruption also contributes to spreading an atmosphere of suspicion and reduces the state's ability to attract security investments and stimulate the private sector. Although the Algerian government has adopted some legal and regulatory reforms, combating corruption requires a comprehensive approach that regulates oversight reporting, activates accountability, and ensures the independence of the judiciary in order to create a competitive and sustainable investment environment.
