Abstract

ملخص: يمثل إدراج الإدارة الإلكترونية مرحلة مفصلية في مسار تحديث مفاهيم التطوير الإداري، لما لها من أثر بالغ في إحداث تحول نوعي في أساليب تقديم الخدمات، سواء تلك الموجهة للمواطنين أو المتبادلة بين مختلف الهيئات والمؤسسات، ويعد اعتماد الإدارة الإلكترونية كآلية لتحديث البنية التحتية المعلوماتية داخل المرفق العام أو المؤسسة وسيلة فعالة لتحقيق التناسق والتكامل في الرؤية، بما يخدم تنفيذ الخطط المرسومة ويسهم في الارتقاء بأداء الجهاز الإداري، من خلال معالجة أوجه القصور التي تعيق قيامه بوظيفته على النحو المطلوب، وبما يضمن تعزيز الكفاءة والفعالية المؤسسية. وقد انصبت هذه الدراسة على محورين أساسيين: أولهما يتعلق بتحديد المفهوم القانوني والدقيق للإدارة الإلكترونية، وثانيهما يتناول مدى تأثير تطبيق هذه الإدارة على القرار الإداري وعلى المرفق العام، بالنظر إلى كونهما من الركائز الأساسية التي يقوم عليها النشاط الإداري، وتسعى الدراسة إلى إبراز الدور الذي تؤديه الإدارة الإلكترونية في تطوير آليات العمل الإداري، وتحقيق نقلة نوعية في أداء المرافق العامة، بما يتماشى مع متطلبات العصر ومبادئ الحكامة الإدارية الحديثة. الكلمات المفتاحية: التخطيط، التنظيم، الرقابة، التوجيه. Abstract The introduction of e-administration represents a pivotal stage in the process of modernizing administrative development concepts, givenitssignificant impact on transforming the methods of service delivery—whetherdirectedtowardcitizens or exchangedamongvarious institutions and entities، Adopting e-administration as a mechanism to upgrade the informational infrastructure within public facilities or institutions constitutes an effective means to ensurecoherence and integration of vision, therebyfacilitating the implementation of plannedstrategies and contributing to the improvement of administrative performance، This isachieved by addressing the deficienciesthathinder the administrative apparatusfromfulfillingitsfunctionseffectively, ultimatelyenhancinginstitutionalefficiency and effectiveness. This studyfocuses on twofundamental aspects: the first concernsdefining the legal and precise concept of e-administration, while the second examines the impact of implementing e-administration on administrative decision-making and public utilities, as they are key pillarsuponwhich administrative activityisbased، The studyaims to highlight the role of e-administration in developing administrative workmechanisms and achieving a qualitative shift in the performance of public services, in line withcontemporaryrequirements and the principles of modern administrative governance.
