تطبيقات مشروع الجزائر الإلكترونية على قطاع العدالة

Abstract

تهدف هذه المذكرة إلى دراسة تطبيقات مشروع الجزائر الإلكترونية في قطاع العدالة، كجزء من الاستراتيجية الوطنية للتحول الرقمي في الجزائر، إذ يعد قطاع العدالة من القطاعات الحيوية التي تتطلب تبني التحول الرقمي، ليس فقط لتحسين كفاءة تقديم الخدمة العمومية، ولكن أيضاً لتحسين العمل القضائي، بتعزيز الشفافية، وضمان عدالة أكثر فعالية وسرعة.اعتمدت الدراسة على تحليل شامل للواقع الحالي لقطاع العدالة في الجزائر قبل وبعد إطلاق مشروع الجزائر الإلكترونية. تم التركيز على الآليات تحسين الخدمة العمومية والعمل القضائي التي أُدخلت بعد تطبيق الرقمنة. خلصت الدراسة إلى أهمية المشروع في تعزيز البنية التحتية الرقمية للعدالة، مشددة على ضرورة توفير تكوين مستمر للكوادر، وتطوير الأنظمة التقنية، وتعزيز التشريعات الداعمة، لضمان استدامة التحول الرقمي وتحقيق أهدافه بما يعزز سيادة القانون والمصلحة العامة. Abstract: This thesis aims to examine the applications of the Algeria E-Project in the justice sector as part of Algeria's national digital transformation strategy. The justice sector is considered a vital domain that requires the adoption of digital transformation, not only to enhance the efficiency of public service delivery but also to improve judicial processes by promoting transparency and ensuring more effective and faster justice. The study undertook a comprehensive analysis of the current state of the justice sector in Algeria before and after the launch of the Algeria E-Project. It focused on mechanisms for improving public service and judicial operations introduced through digitization. The study concluded that the project plays a crucial role in strengthening the digital infrastructure of the justice system. It emphasized the necessity of providing continuous training for personnel, developing technical systems, and reinforcing supportive legislation to ensure the sustainability of digital transformation and the achievement of its objectives, thereby enhancing the rule of law and serving the public interest.
