المسؤولية المدنية الناشئة عن استخدام الذكاء الاصطناعي

Abstract

للذكاء الاصطناعى الأهمية البالغة في سياسات الدول كونه من الوسائل الفعّالة لتلبية السلع والخدمات ، فالخوارزميات والشبكات العصبية تمكنه من إتخاذ القرارات السريعة والصائبة ، لكن استخدام تقنيات الذكاء الإصطناعي رغم ماله من إيجابيات، إلا أنه لا يخلو من الأخطار التي قد يكون سببها المصنع ، المالك. المستخدم اوالمبرمج ، خاصة في غيان خصوص قانونية خاصة تنظم موضوع الذكاء الإصطناعي، ومع الإستخدام المتزايد لهذه التقنيات، مما یستوجبت تنظيم قانوني خاص بهذهالتكنولوجيات خاصة ما تعلق بإعطائه الشخصية القانونية وتحديد مسؤولية المدينة أو التقصرية عن الأظرار التي يتسبب فيها مع وجود العقوبات المناسبة لذلك. الكلماتالمفتاحية : الذكاء الاصطناعي خوارزميات المسؤولية المدنية والتقصيرية، الشخصية القانونية. Abstract Artificial intelligence is of great importance in the policies of countries as it is one of the effective means of meeting goods and services, as algorithms and neural networks enable it to make quick and correct decisions, but the use of artificial intelligence techniques, despite its advantages, is not without risks that may be caused by the manufacturer, owner, user or programmer. Especially in the absence of special legal provisions regulating the subject of artificial intelligence, and with the increasing use of these technologies, which necessitates a special legal regulation of these technologies, especially with regard to giving it legal personality and determining the responsibility of the city or the court for the harm caused by it with appropriate penalties.
