حوكمة الامن السيبيراني و فعالية التجارة الإلكترونية

Abstract

هدفت هذه الدراسة إلى تبيان إجراءات الأمن السيبراني في حماية المتعاقدين في التجارة الإلكترونية، وإتمام عقودها، لما يحققه من فوائد متعددة للشركات في الجزائر، من خلال التحول الرقمي التدريجي للقطاع الخاص والعام. فالتجارة الإلكترونية هي معاملات وبيانات تكون بين منصاتوشركات الكترونيةمعالعملاء والمستخدمين، والتي يمكن الاستيلاء عليها واستغلالها من قبل مجرمي الإنترنت، لذلك وجب على الشركات ومنصات هذه التجارة الالتزام بتدابير، وإجراءات الأمن السيبراني لحماية المتعاقدين لديها،ومع تنوع التجارة الإلكترونية وإتساعها في الفترة الأخيرة، ظهرت أنواع جديدة من الجرائم الإلكترونية، لذلك وجب على الجزائر مواكبة مثل هكذا جرائم وحماية مستخدميها، مما يشكل تحديات للأمن السيبراني للدولة. إن تبني برامج وإستراتيجيات واضحة وشفافة لحوكمة الأمن السيبراني ضرورة حتمية تمليه المصلحة العليا للوطن ترتكز على نماذج وأطر عملية يمكن الوثوق بفعاليتها، خاصة وأن نقائص ملحوظة تشوب المجهودات المبذولة مقارنة مع المعايير والتصنيفات الدولية المعتمدة. الكلمات المفتاحية: التجارة الإلكترونية، الأمن السيبراني، مجرمي الأنترنت، التحول الرقمي. Abstract : This studyaimed to demonstratecybersecuritymeasures to protect e-commerce contractors and the completion of theircontracts, given the multiple benefitstheybring to companies in Algeriathrough the gradual digital transformation of the private and public sectors. E-commerce involves transactions and data betweenelectronicplatforms and companieswithcustomers and users, whichcanbeseized and exploited by cybercriminals. Therefore, companies and e-commerce platforms must adhere to cybersecuritymeasures and procedures to protecttheircontractors. With the recent diversification and expansion of e-commerce, new types of cybercrime have emerged. Algeria must thereforekeep pace withsuch crimes and protectitsusers, posing challenges to the country'scybersecurity. Adoptingclear and transparent cybersecuritygovernance programs and strategiesis an imperativedictated by the nation's best interests. These programs are based on practicalmodels and frameworkswhoseeffectivenesscanbetrusted, especiallygiven the significantshortcomings in the efforts made compared to the approved international standards and classifications.
