Abstract

تمثل أدوات التعمير ركيزة أساسية لضبط السياسة العمرانية من خلال تنظيم المجال العمراني وتحقيق تنمية مستدامة ومتوازنة ، مع تزايد التحديات المرتبطة بالنمو الحضري أصبحت هذه الأدوات المتمثلة في أدوات التعمير التنظيمية والفردية ضرورية لضبط التوسع العمراني وضمان احترام المعايير القانونية والبيئية، حيث تناولت هاته الدراسة الإطار المعرفي للسياسة العمرانية وأدوات التعمير مع تسليط الضوء على الدور الذي تلعبه، غير أن فعالية هاته الأدوات تضل رهينة تكامل السياسات القطاعية وتفعيل آلية الرقابة والتنظيم المستمر Urban planning tools represent a fundamental pillar for regulating urban policy by organizing urban space and achieving balanced and sustainable development. With the growing challenges associated with urban expansion, these tools — both regulatory and individual — have become essential for controlling urban sprawl and ensuring compliance with legal and environmental standards. This study addresses the conceptual framework of urban policy and planning tools, highlighting the role they play. However, the effectiveness of these tools remains contingent on the integration of sectoral policies and the activation of continuous monitoring and regulatory mechanisms.
