Abstract

يعد المخطط التوجيهي للتهيئة والتعمير من أهم ركائز المجال العمراني، يعتبر أداة من أدوات التهيئة والتعمير إذ نظمها المشرع بموجب القانون رقم 29/90 المتعلق بالتهيئة والتعمير، وذلك من أجل التحكم في وتيرة التحضر ومراقبتها. كما يعد المخطط التوجيهي للتهيئة والتعمير وسيلة جديدة لا تهتم بالتهيئة العمرانية داخل حدود المحيط العمراني للتجمع الحضري فقط بل يتناول التجمع الحضري داخل إطاره الطبيعي والبيئي. فالمخطط التوجيهي للتهيئة والتعمير يعتبر وسيلة مهمة في حماية البيئة من مخاطر التوسع العمراني، حيث يساهم في المحافظة على الجانب الجمالي والعمراني البيئي. Abstract: One of the most important pillars of the urban field is the orientation plan for preparation and reconstruction, as it is considered one of the tools of preparation and reconstruction, as it was organized by the legislator in accordance with Law No. 29/29 related to preparation and reconstruction, in order to control and monitor the pace of urbanization.
