Abstract

إن المخطط التوجيهي للتهيئة والتعمير يعد الإطار التنظيمي للعمران الجزائري لذلك وجب إعطاء الأهمية القصوى لكل مراحل إعداده، بدءا بالتخطيط وذلك بإتباع احدث الأساليب التخطيطية وإشراك المواطن بصفة فعلية وأخذ كل مقترحاته وتضمينها في دفتر الشروط ثم انتقاء أكفأ مكتب دراسات والذي يجب أن تتوافر فيه كل الشروط و أن يضم كل التخصصات مع التقليص في مدة الإعداد والمراجعة وتحديديها قانونا وفرضها على مكتب الدراسات دون إغفال فكرة التنمية المستدامة. abstract The master plan for urbanization and reconstruction is the regulatory framework for the Algerian urbanization, so the utmost importance must be given to all stages of its preparation, starting with planning, by following the latest planning methods, actively involving the citizen, taking all his proposals and including them in the book of conditions, then selecting the most efficient studies office, which must meet all conditions and It should include all disciplines, while reducing the period of preparation and review, specifying it legally, and imposing it on the Office of Studies, without neglecting the idea of sustainable development.
