Abstract

سعيا من المشرع الجزائري لتحقيق التوازن بين مختلف المجالات الصناعية والاقتصادية والتنموية وكذا حماية البيئة العمرانية، تقرر اتخاذ مجموعة من الآليات الإجرائية والتأسيسية التي من شأنها إشراك المواطن والجمعيات وذلك تجسيدا لمبدأ المشاركة في أي مشروع تنموي كدراسات البيئية المسبقة من أجل معرفة الأضرار المحتملة الوقوع وتعزيز دور المواطن كشريك فعال في حماية البيئة العمرانية، وليكون حجة على المواطن والإدارة في آن واحد. الكلمات المفتاحية: المشاركة البيئية، التحقيق العمومي ، دراسة موجز التأثير، حماية البيئة Abstract : In an effort to balance the various industrial, economic and development fields as well as protect the urban environment, it was decided to adopt a set of procedural and institutional mechanisms that would involve citizens and associations in order to reflect the principle of participation in any development project such as pre-environmental studies in order to identify the potential damage and strengthen the role of the citizen as an effective partner in protecting the urban environment, and to be an argument for the citizen and management at the same time.
