Abstract

إن الاستثمار لا يتحقق بالشكل المرجو الا اذا كان هنالك اطار مؤسساتي يساهم في ذلك، ولهذا الغرض تم انشاء بعض الهيئات من أجل المساهمة في العملية الاستثمارية، من أبرز تلك الهيئات الوكالة الجزائرية لترقية الاستثمار، التي تعد هيئة فعالة في تحقيق التنمية الاقتصادية ونظرا لأهمية هذه الوكالة فإن المشرع قد خصص لها قانون22 –18 والمرسوم التنفيذي رقم 22-298 وغيرها التي أدرج فيها العديد من النقاط التي تبين لنا تشكيلتها من الداخل ومسارها الوظيفي للوكالة، فالبعض من مهامها ذات طابع اداري والاخر ذات طابع تقني وبناءا على ذلك كان من المنطقي ان تحرص الدولة على عدم الانحراف بتلك التضحيات التي رصدت لها، من خلال فرض رقابة فعالة على المشاريع الاستثمارية. الكلمات المفتاحية : الوكالة ، المستثمر ، المهام ، الاستثمار ، المزايا. Summary: Investmentcannotbeachieved as desiredunlessthereis an institutionalframeworkthatcontributes to it. To this end, several bodies have been established to contribute to the investmentprocess. Among the mostprominent of these bodies is the Algerian Investment Promotion Agency, whichis an effective body in achievingeconomicdevelopment. Given the importance of thisagency, the legislatorallocated Law 22-18 and ExecutiveDecree No. 22-298, amongothers, to it. Theseincludednumerous points thatclarify the agency'sinternal composition and functionalpath. Some of itstasks are administrative in nature, whileothers are technical in nature. Based on this, itwaslogical for the state to ensurethat the sacrifices allocated to it do not deviatefrom the pathit has taken by imposing effective oversight on investmentprojects.
