Abstract

تهدف هذه الدراسة إلى تسليط الضوء على دور الشباك الوحيد الرقمي في تسيير أدوات التهيئة والتعمير، في ظل أحكام القانون 15-19 المعدل والمتمم. وتتناول الدراسة أهمية هذه الآلية في تسهيل منح الرخص العمرانية، وتعزيز الشفافية، وتحقيق النجاعة الإدارية من خلال رقمنة الإجراءات وتنسيق عمل مختلف الجهات المعنية . كما تتطرق إلى التحديات العملية التي تواجه تطبيق هذا النظام في الواقع، من حيث الجوانب التقنية، القانونية، والبشرية، وتقترح مجموعة من التوصيات لتحسين أداء الشباك الوحيد الرقمي وجعله أداة فعالة لتجسيد أهداف السياسة العمرانية. Abstract : This study aims to shed light on the role of the Digital One-Stop Shop in managing urban planning and development tools, under the provisions of the amended Law 15-19. The research emphasizes the importance of this mechanism in simplifying the issuance of urban planning permits, enhancing transparency, and achieving administrative efficiency through digitized procedures and coordination between stakeholders. The study also addresses the practical challenges facing the implementation of this system, including technical, legal, and human factors, and proposes a set of recommendations to improve the performance of the digital one-stop shop and make it an effective tool in achieving urban policy objectives.
